Warrington Borough Council previously received an application seeking a section 192 certificate to permit the change of use of number 38 Crosfield Street.
This was to convert the property, facing Bank Park near the town centre, to a five-bedroom, six-person HMO, or house of multiple occupation, as well as associated internal works.
The property is a two-storey, mid-terrace dwelling on a residential street.
Front yards and gardens are not wide enough to accommodate off-road car parking space, therefore there is only on-street parking.
Planning documents state: “This application is for a lawful development certificate for the installation of internal stud walls and en suites to facilitate a change of use from dwelling house to house of multiple occupation.
“Residents will have access to a shared kitchen and lounge and, as such, the proposal would conform to the provisions allowed for by the general permitted development order.”
The proposed layout includes two bedrooms with en suites to the ground floor, along with a kitchen and lounge, and three bedrooms with en suites to the first floor.
In granting permission, the council said: “The proposed change of use to a five-bed, six-person HMO and associated internal and external works meets the criteria for permitted development.
“As such, it would be lawful.”
