House with cinema in basement to be built in Malvern

Plans for a new five-bedroom home in Tibberton Road have been given the go-ahead by district planners.

The land is owned by Malvern St James and is currently used as gardens, with an area of parking to the east.

The school now has permission to build a detached three-storey house on the site, which sits within the Great Malvern Conservation Area.

Plans for the house show that the ground floor will include a double garage, a lobby, hall, living room, family room, dining kitchen, pantry, boot room, WC and snug/study, as well as a carport.

On the first floor will be a master bedroom with a dressing room and ensuite, a second bedroom with a shower room and dressing room, three further bedrooms and a bathroom.

There will be a cinema, gym, utility room and plant room in the basement.

Architects PoolePhillips say in a design statement: “The proposals have been conceived to complement the local area, add quality to its overall appearance and to provide a coherence between the Edwardian vernacular and modern design.

“The external appearance of the property will have rendered walls and stone detailing, steeply pitched roofs and gables with overhanging eaves.

“The local vernacular is principally large individually designed houses. The proposal seeks to preserve this bespoke design, in keeping with the architecture of Malvern.”

Malvern Hills District Council said the site is in a “highly residential area of Malvern” and the development would not significantly harm the amenity of other residents.

Neighbours had raised concerns their properties would be overlooked, asking that any windows overlooking their garden or property be obscured and suitable hedges or fences put up to maintain privacy.

Malvern Civic Society said the removal of an existing car park for the school would mean more cars parked on Tibberton Road.

Council planners said: “Whilst this concern is noted, there is sufficient on-street parking which is not considered to adversely impact upon highway safety.

“In addition, the site is located within a sustainable area [with] access to sustainable modes of transport such as buses and trains.”
