Proposals aim to transform neglected structures into two four-bedroom houses.
The site, located between West View and Murton Cricket Club in Seaham, has been unused for more than 20 years.
If plans are approved by Durham County Council, two new houses will be built using Victorian-style red bricks, with slate-effect tiles for the roofs.
The windows will be UPVC-framed, and each house will have block-paved driveways.
Proposals include six on-site parking spaces for the new residents and homes will be linked to the local main sewer and the development is not in a flood-risk area.
The application took a forward step on Tuesday after neighbours were notified of the planning application.

It is about 800 square metres in size and is surrounded by homes, St Joseph’s Catholic Primary School, Murton Cricket Ground, and open grasslands.
Construction plans, if approved, set out working hours from 8am to 6pm on weekdays, and 9am to 1pm on Saturdays.
There will be no work on Sundays or public holidays.
Deliveries to the site will only be allowed between 9am and 5pm on weekdays.
To manage dust and noise, construction vehicles will have a speed limit of 10mph on site, and water spraying will be used during dry periods.
The plan also includes measures for waste disposal, pledging to reuse materials, separate recyclables, and minimise landfill waste.
The site will use registered waste carriers in line with Environmental Protection Act requirements.
The proposal states that a site manager will liaise with Durham County Council and residents to address any concerns.
Security measures include secure compounds for materials, high plywood hoardings, and possibly surveillance cameras.
The project also plans to keep regular contact with residents to address any concerns, with a designated health and safety manager to ensure compliance with regulations.
The buildings in question have been described as derelict and redundant, having been unused for more than two decades.
