Almost 5,000 people have signed a petition to save one of Torbay’s most well-known and popular pubs from the threat of closure.
The Devon Dumpling has been at the heart of the community in Shiphay, Torquay, for around 80 years.
But landlords Ray and Matt Lyon have been summoned to a hearing of Torbay’s licensing committee next month with the threat of losing their licence hanging over their heads.
It follows complaints from some neighbours about noise. There are also licensing concerns about an outside bar being erected in the garden at the back of the pub and a smoking area dubbed ‘The Cage’ which has been ruled not fit for purpose.
Licensing officials have been in contact with the pub, which survived a licence review two years ago but with stringent conditions attached, since early last year. Unhappy with the response they have now called for another review of the licence at a special meeting on February 6.
A Save the Dumpling online petition has been launched and within weeks has secured almost 5,000 names.
It says: “As ever we felt we needed to be 100 percent transparent with our locals, customers and everyone in between. Unfortunately Torbay Council have issued us with a notice explaining their desire to review the licence here at The Devon Dumpling.
“The council have placed notices on the window of the pub and the lamp post outside the pub. We as a community and pub now have 28 days to gather representations and evidence to SAVE our pub.”
The Dumpling pleads: “I would like to ask from the bottom of my heart that this post does not become a witch hunt to anyone. Rest assured we are all doing everything within our power to stay positive and do everything we can to keep our pub alive and open. Stay Positive, Stay Happy and Long Live the Local.”
Manager Josh Ballard started the petition and says online: “We are calling on the community, local businesses, and everyone who values the rich heritage of our area to come together to save The Devon Dumpling. This beloved local pub has been a cornerstone of our neighbourhood for 80-plus years, offering not just a place to enjoy a drink, but a welcoming environment where friendships are formed, memories are made, and the heart of our community beats.
“Unfortunately, The Devon Dumpling now faces the threat of reduced opening hours, added restrictions and even closure. If we don’t act now, we risk losing not just a cherished establishment, but a piece of our community’s history. The Devon Dumpling has been a gathering spot for all, whether for celebrating milestones, supporting local events, or simply sharing a quiet pint/dinner after a long day.
“We believe that our pub is more than just a business – it’s a vital part of what makes our neighbourhood special. We cannot afford to let it be lost to the forces that be. With your help, we can save The Devon Dumpling and ensure it continues to serve the community for years to come. Please sign this petition to show your support and help protect a true local treasure.”
The pub attracts customers of all ages and backgrounds, from businessmen and councillors to tradesmen and nearby Torbay Hospital staff. It hosts community groups and events and has raised thousands of pounds for local charities.
Ward councillor, Shiphay resident and Dumpling regular Darren Cowling says: “It is not only a pub. It is such a community asset and does some great stuff raising money for charity. There was a fund-raising event at the weekend for young adults with mental health. There are coffee mornings every week.It is part of the community. People should write their submissions to the local authority so they can be taken into consideration. I will continue to support the Dumpling both as a ward councillor and local regular.
“The Devon Dumpling has been there for over 70 years. It is a community, local pub which has a good reputation with good food and a good community space.”
Manager Josh said: “The response has been mental. If I had a quid for every person I would not be worried about the future because I would be a millionaire.”
He added: “The Devon Dumpling has been here for many years. We are at the heart of the community.”
A Torbay Council spokesman said: “A Torbay Council spokesperson said: “After careful consideration, Torbay Council Licensing Authority has decided to request a review of the licence for the Devon Dumpling pub. The grounds for this request are ‘The Prevention of Crime and Disorder and the Prevention of Public Nuisance’.
“The licence review follows multiple unsuccessful attempts, carried out over the last nine months, to resolve a number of issues identified at the premises in negotiation with the licence holder(s).
“Torbay Council encourages anybody wishing to make a representation about this review to do so before January 13, 2025. People can read more about the application on our website and complete the online representation form at www.torbay.gov.uk/current-applications.”
